No, but 3.5 million Palestinians living in Israeli occupied territories doesn't make it apartheid.

Israeli law codifies freedom of speech, rule of law, and freedom to practice religion. Israeli Arabs (really "Israeli Palestinians") and Druze have the same freedoms as Israeli Jews. They can live where they want, receive an education, take advantage of the social systems, serve as judges in the supreme court, serve in the military, and serve in the Knesset. Inside "Greater Israel", no apartheid exists.

Defining the situation in the OPT as apartheid is also problematic. As Mr. Ayalon stated, the Palestinians aren't citizens. They don't have the same rights as Israelis because they aren't Israeli. The end game for the negotiations most likely is that the Palestinians will have a state of their own and those people will have citizenship in the new state.

This whole conflict boils down to a war that was fought almost 70 years ago that to this day has no lasting peace agreement. Calling this situation apartheid is an insult to the blacks in South Africa who were actually second-class citizens and didn't have the right to vote, the right to use the same bathrooms or services as whites, nor the freedom of movement.
