It won't happen in other countries. In Canada and other Westminster based system, if a government can't pass a budget, it has failed its most essential job and must resign. Another government will be formed to pass a budget.

Why the obsession with RCV? Australia uses rank choice voting and they have like 1 third party candidate elected to parliament? It doesn't produce fundamentally different result than FPTP.

Congress holds hearings on bills before they get to the floor where citizens can come and comment. (Source) It's the same in Westminster systems.

Democracy isn't a one-day-every-two-years event. It's a continuous process.
