Problem is I seriously doubt this is the only time it happened lets say it happened 10 times where things went off without a hitch and on the 11th time deaths result. If they are sued and fined for 1.5 million they are going to come out ahead. Even ignoring that unless the fines and being sued is gigantic due to pressure from share holders and upper management things will continue on and they are willing to take the risk. The only way this is going to change is by having massive company breaking fines but our legal system and pro business politicians are against that.

If they can't suffer financially make them suffer in the court of public opinion.

Look at how tarnished airlines reputations are especially United and yet their stock went up after their public image dropped even lower. Reputation only matters when you have a choice and especially in the case of power companies you don't really have other choices. The companies wallet and whether or not shareholders make money is all that matters.

In your case no they are not.
