Many countries allow people to file personal bankrupcy, which lets them keep a minimum amount of the money they make for some period of time (e.g. 5 years in Sweden,) while paying the rest to the debt owner. After the period of time has passed, the debts are cleared. Seems like in the USA it'll depend a lot on which state you live in.

Imagine you're American. You see MosFon is loyal to its Russian customers. Perhaps they have close ties. You can choose between MosFon and many other companies for your services. Why would you choose MosFon? They are/were the fourth largest company in the business. I would imagine the company that focuses on Americans is closer to the top.
