Vince Offer is the Shamwow guy, who Billy Mays did not like. There's a clip of Billy Mays on Adam Carolla's radio show where he goes on a rant about Vince Offer and the ShamWow.

Phil Swift does the Flex Tape and a few other products. I think it's pretty obvious that he is trying to emulate Billy Mays by yelling, wearing similar shirts, etc.
