Maximum heliocentric velocity (fastest an object can go relative to the sun) is determined by semimajor axis and eccentricity. Comets have a high eccentricity (~1) and a large semimajor axis. This means their orbit brings them really far away from the sun and then really close which gives them a lot of time to pick up speed (in a sense).
