What is your biggest obstacle in effecting change?

You know, from personal experience thats true even if you're part of the decision making body. They come after you no matter what.

This is a spinoff from the Fermi Paradox. Given present technology how many systems in our galaxy would have to have recognizable life in them for us to find one case in the next ten years?
