All of this has been answered in the past.
4chan, if asked by the FBI or law enforcement, does cooperate with the police. They're only interested in going after posters and have been known to set up obvious stings before by advertising on the site..
The reason is because if 4chan didn't cooperate, they'd be guilty of possessing child pornography and a shit ton of people could go to jail for it. Since they cooperate, they're pretty much alright legally.
People that post CP get banned and generally have their information handed over to the proper authorities. Not sure the age threshold, but I can confirm that I saw in the paper a while back where someone that lives two minutes away from me got busted for spamming 4chan with CP and is now in jail.
You see a lot of shit about how they'll arrest anyone that sees a seventeen year old in some degree of undress, but they're really only after the people that are creating or distributing child pornography. Every time you hear about someone being arrested over an image, it comes out later that they had an entire huge collection of child pornography and were distributing it to their friends, no matter what the initial discovery was.

I'll give you a perfect example, brought to you from the place I used to work. I knew two guys there that also had Playstation 3's. We were all pretty excited. They were both married with kids and didn't have MUCH time to play it, but squeezed in an hour or two here and there. One of them moved across town and their PS3 came up missing. When he asked about it, his wife didn't think it was a problem that it was missing at all. He kept looking because they were still pretty new and damn expensive.
She went off on him telling him that he was acting like a fucking child because he lost his toy. He retorted with how expensive it was and she went off on him for buying something that expensive. They both had decent jobs and weren't hurting for money. From then on, she actually forbade him from buying anything expensive without her approval. This coming from the girl that would drop $1000 on a new outfit once in a while and never actually wear it. Turns out she gave it to her little brother because she was too lazy to get a box for it. So now every time they have any kind of question about financial issues, it's his fault for 'buying all those toys.'
The other guy had to sell his because his wife didn't want 'all those cords everywhere.' As in, completely unseen and hidden when the PS3 wasn't in use. She actually said that it was either her or the Playstation...as in as long as the PS3 was in the house, he wasn't going to have sex with her. This coming from the woman with eight shelves completely jam packed with nothing but lotion and facial care products, and dolphin-related things all over the damn house because she liked dolphins.
In fact, neither of them were actually allowed to have their own hobbies or spend money. The only things they were allowed to do that wouldn't get them bitched at was do chores around the house. That's it. So much as looking through a nature magazine would get them the 'if you want to go outside, go mow the yard!' treatment.
It was disgusting. The worst part is that right now I say how disgusting it is and how I'll never be that way, but I bet a lot of guys had said that.

Probably not unless you actually saved it and started reposting it or if you followed one of those 'lots of CP here guys!' links. I don't think anyone has been arrested for simply seeing it. Pretty sure everyone that reads 4chan regularly has seen CP at some point..the spammers get pretty creative in bombing a lot of the boards with it, even ones that aren't /b.

Last time I interviewed for a technical position, I was able to do 100% of what was asked of me, given the tour (and hit it off with people on the tour), filled out paperwork, and was told to expect a call back within a few days because I was by far the best candidate and they only had another couple of interviews. When the phone call came I was told thanks but no thanks, they found someone better. I understood, was a little heartbroken, but I understood. That's business.
Come about two weeks later I ran into the guy that gave me the tour at the local bar and we talked for a while. The person that came in basically impressed the interviewer enough to not get any testing at all, got the job, fucked up constantly at work, and then started unplugging $10k servers and loading them up into his truck. No one was allowed to stop him because he was 'on duty' and must have been doing it for the good of the company.

"This fuzzy troll pencil topper is in good condition. Not the best, as it does have a little bit of graphite dust in its hair from all the days it has sat on top of a pencil, but you can tell that it wasn't mistreated. In fact, it was probably loved and went through quite a few pencils back in its day. You can see here from the stamp on the inside part about where the eraser of the pencil would be that it was made in the Kentucky plant and not any other. These Kentucky pencil toppers are pretty rare now since all the manufacturing went to China. One plant in China copied the designs of the Kentucky plant so well that they thought the stamp was a necessary part of the process and since they couldn't read English they just didn't know it was a stamp to tell where the pencil topper was made. Isn't that interesting?"
