If all states had a Fair Employment Law like Wisconsin that prevents companies from discriminating against people for their criminal history, that would greatly reduce the rate of recidivism around the country. I think that is the single most important thing - that and education - not changing the prison environment. In there - like on the streets - you do what you can to survive. Inmates themselves, in a sense, create the prison environment just like they created the environment out on the streets when they were out on them. If felons were given more opportunities on the outside, then the streets would become less condensed, lessening the temptation to go back to the days of old, by stifling the the few illegal ways of survival they know, and adding far more legal opportunities to grow. Which also should involve education, in and outside, and a strong emphasis on.

Fyi, maximum security prisons are better. You don't have to worry about getting jumped and ass raped by other inmates and you can masturbate in private all fucking day long. I guess the seclusion can cause mental health issues, but imagine your mind after a good ass-raping.
