Take them to small claims. When people try and screw me over, I go file at small claims. The moment you serve notice and the look on their face as they realize you're not screwing around is truly glorious. It's kind of a scrunched up 'oh shit' look, then their eyes dart around as they try to work out an immediate solution before you walk off. I've done it twice and neither of them have had to go to court.

If your insurance company won't go to bat for you, sue Air Canada. From what it sounds like, it'll cost more to defend this suit than to just pay you out. Then, find a new insurance company, because it sounds like yours sucks.
