I'm sure this must get raised numerous times, and it's possible I just haven't heard a correct answer, but:

EDIT: Just realized the alcohol question was asked.

I'm sure the "Cigarette vs Marijuana" argument is mostly economic based, but surely that can't be the only reason, can it? Also I know a big roadblock is the lack of a test of sorts to prevent driving under the influence. What's your solution to this?
