Basically, there are two bars to clear in 'understanding' quantum physics. The first bar is making precise statistical predictions about the observed behavior of systems of quantum particles. We can verify whether people have cleared this bar by testing their predictions via experiments, or by proxy by seeing if they are published in serious scientific journals or at least passed some graduate classes in quantum mechanics.
The second bar is interpreting "what that quantum physics means," and we can't cleanly test whether someone has cleared the second bar.
Notably, everyone with a book to sell is happy to claim that they have cleared the second bar, yet almost no one who has verifiably cleared the first bar claims to have cleared the second.
