Well only sort of. Congress can't indict Trump, they can't force the DOJ to pursue criminal charges against anyone, as that would be unconstitutional for a number of reasons. What they can do is decide that he did obstruct justice, and impeach him. But an impeachment "trial" isn't really a judicial proceeding its really a political one. So congress and the AG can come to different conclusions as to whether Trump obstructed justice, but not whether that constitutes a crime or makes him ineligible to remain in office since those are different spheres entirely.
