10-15% of cases have some sort of fraud sanction on them at any given time. However, the numbers you hear in the media will be much less because they only report numbers of people who end up having criminal charges brought against them.
In the 5+ years I've been doing this job I've had only 6 cases where charges ended up being files and that seems to be the going rate for any investigator.

I'd imagine that the cranes work at the same rate, but you save time because they don't have to change ships half way through.
Moving a ship around in a harbour is a big job, involving tugs and suitable wind and tide.

My guess is that they're only held there until the paperwork is ready to deport them - as they're going to try to escape from anywhere else to avoid deportation.
At least, I hope that's the reason.
