While I think you raise a good point I think the OP was never really as concerned with money as he was about the injustice of the situation. This will surely right that injustice (as a bonus, in front of national television). I think that will be better for the OP than any cash payment.

How did you come to $2.5 billion? Even the most optimistic conservative estimates I've seen have been for tens of billions of dollars, and that was in 1990s dollars. But I agree with your main point of funding.
