I agree with some of the other posts here about OP neglecting some facts. The vast influx of Palestinian refugees put huge strain on the Lebanese political system. The consociational model distributes political power to the different sectarian groups based on the % of the population. When you introduce 400 000 people into a country of 4 million people consisting of FIVE minority groups, things get complicated. You can't blame Lebanon because their political system isn't designed to handle that sort of disruption.
