No, taking away something bad that happens if you don't do X isn't incentivizing X

That's like claiming if we somehow learn to not need to breathe to survive that would encourage people to breathe

That's like claiming if we make cars completely safe and crash proof that would encourage people to wear seatbelts

That's the exact opposite

Except in this case we're comparing now, where you essentially need to work to survive
