While in general your statement is true, it should be noted the Mexican senate passed a federal law this year that decriminalizes undocumented migration. Also there are a number of programs that facilitate transit and access to work and education for migrants coming from Belize and Guatemala. Yes there is long way to go before we can say that the Mexican government and the Mexican people in general treat migrants with dignity and respect for their basic human rights, but steps are being taken and this shouldn't go unnoticed.
