They are obliged to join; it's just not specified how quickly.

That's the point - the opt out is meaningless, in real life. No nation can be enforced to join ERM II. Everyone has a de facto opt out. That's why the Czech Republic keeps saying it'll join, and never does. That's why Sweden doesn't join, despite having no official "opt out" like the UK and DK do.
