The process of evolution doesn't look at the situation, decide what would be the best changes to make in an organism, apply that change, and then let it take off. Maybe a chimp with weapons or a robin that built a nest with a roof would be more fit for the environment (I don't know whether or not either would be the case). For whatever reason(s), either those changes haven't happened, or they've happened and they weren't selected for so they didn't propagate. Maybe the things that seem like obvious improvements to you also have negative implications that you're not considering, which have a net detrimental effect on the species. Maybe chimps with weapons destabilize the chimp social structure. Maybe a nest with a roof makes it easier for baby-bird-killing bacteria to thrive.
