I'm not sure how easy it would be to make a boot knife out of a piece of rail. It is head hardened and gets brittle if you try to rework it. However, I had a guy make me one* out of a railroad spike and it is awesome.

Best thing to do is get in good with someone in a local train yard. scrap yards will not accept any railroad material. It is usually sold in mass quantities to large companies such as National salvage. However, for an anvil, you may can talk someone who works there out of about giving you maybe 18 inches.

Amtrak is a passenger service that runs its trains on railroads owned by other companies. It isn't a class A railroad.
