My guess? Too many people with the Indiana Jones complex which manifests itself with the catch phrase "... it belongs in a museum." Factor in the period of time before affordable connected computing and museums that are sure they're one affluent donor away from a new exhibit wing and curation staff saying "sure, we'll take it, put in storage until we get new display space." Funding actually goes down instead of up, but they still keep taking in stuff, so a smaller and smaller percent actually gets catalogued.

Thinking about this, Discovery Channel should do a "Storage Wars" or "Pickers" type show about this phenomenon, where teams of interns led by scientists chronicle various museums' collections and try to make the next big discovery or woo the next grand patron. A little editing and mock drama? People would eat it up.
