International bodies like the European Union can't sanction their own members, like Cyprus, for acting as "license havens" because they operate on consensus and the haven countries simply exercise a veto to prevent being investigated or sanctioned. Do you think attitudes toward this gridlock will change because of your work? Will Europe start looking more closely at its own member states?
