This is just Campbell's Law in action. Campbell's law asserts: "The more any quantitative social indicator is used for social decision-making, the more subject it will be to corruption pressures and the more apt it will be to distort and corrupt the social processes it is intended to monitor."
Once you tell a generation of parents that the future of their children is dependent on their GPA, you get a generation of parents who will game and corrupt that system with the ferocity of mother bears protecting their cubs. When you tell academics that their tenure depends on their number of publications, you get an explosion of journals packed with "least publishable units" of research. Our entire society has broken down because management and administration have attempted to make their jobs easier by distilling every decision down to a quantitative measurement that does not measure what it purports to.
