I think in reality the reason is they prioritized evacuating humans, and once they had seperated the pets from their families, having crews gather up the pets, washing them to remove radioactive particles in their fur (shaving their fur then washing them might be the way to go?) and reuniting them with their families would be a logistical nightmare, and this was just a more efficient way of dealing with the problem.
