How long did finding all the bugs take?

Someone described the difference between gangs in Chicago and gangs in New Orleans by saying that the first would have the decency to just kill you, implying the latter would do something much more twisted. To what degree is this accurate? He started talking about voodoo, and I can't really tell if he just noticed I was a tourist and thought he'd give me the local flavor.

Also, how notorious are those guys who walk the levee and bet that they can tell you "where you got yo shoes"? Is there a network of those guys? Is it a cheap local version of the living statue?
