I'm a social worker, and very few of my clients have debit cards and basically none have credit cards. Most of the neighborhoods nearby have infinitely more check cashing spots than legitimate banks. And just because you might have a phone doesn't mean you have data. I'm not sure how it would work if you needed wifi.
