Although I'm not LAPD, I'll answer this. I haven't given a citation, arrested anyone or taken any proactive measures against small time marijuana in years. Nor have I heard of any of my colleagues doing any different. By all intents and purposes it's legal. Southern California law enforcement in large part could care less.

However, I worked a very mountainous area for the first year of my patrol career and I looked for large grow ops all the time.

Clarification Edit: We spend approx. a year in detentions before we go to field training.
