The easiest (and saddest) answer is that people lie. The agency tells the parents everything is fine, and the child is too young to truly understand everything is NOT fine. Hence, they get away with it.

Just from what I've read in her other comments, it sounds like she signed up to do modelling, and then they said "Hey, you're going to France and Japan, etc" and she was excited. But then she gets there, and there's nobody watching over her, and she gets sent out on what are supposed to be shoots but turn out to be glorified dates with strange men. I might be wrong but that sounds like the situation. Kind of a thing where if she had known better she wouldn't have done it, but she was under 18 and had no idea what to expect. It's exploitative.

You're awfully quick to judge what qualifies as "trauma." Being in a foreign country and forced to go on a date with somebody you don't know, and probably can't speak their language either, and have nobody to turn to and say "Wait a second, I don't want to do this", sounds pretty traumatizing to me.
