I'm no expert in Utah politics, but unless the governor has total autonomy to do what s/he wants, it seems silly to draw out a specific plan - there's going to be a certain level of guesswork and unpredictability when it comes to working with a legislative body

Right, but that's exactly what we want. Literally, the entire system has been built so that one person can't just radically change everything when they feel like it. It's frustratingly slow, but that's quite literally the price of democracy
