I worked for 3 years in a US Military Brig. I experienced similar situations as well. It seemed like those individuals that had more severe, long term sentences, criminal actions were the more calm and easy to maintain prisoners. Those that were only there for a minor, short term sentence seemed to be the ones that wanted to cause a bunch of issues.
