I have read that ground water usage and gold mining were large causes of earthquakes in California in the past. Is there any truth to this, and have measures been put into place to lessen to effects of these man made causes in recent history?

How do you feel about using "bookends", two facts on the spectrum of a topic to decide what current policy should be? Are there other factors? An example is: one end of the spectrum says black is the best possible policy on the topic of color, another group says white is the best possible solution. In the end, it is decided that grey is the best solution for now. I understand there are other factors to consider, say light intensity in this case. How many factors are enough to make a decision, or do you just get as many opinions as you can? Triangulation of topics, in a way.
