You're underestimating how cheap SC's cost of living is. Prior to this latest boom in the past two years, you could buy a nice house in all but two major cities for around $100k.

Far less than that. Factory jobs pay around 15-18 an hour there for the same work that would pay 22+ in Georgia. You can live very comfortably in the state making 40k and get by making $25k.

I don't have a dependent. $600 was a vague estimate doubling what my previous lower tier plan was pre subsidy. I also make significantly less than OP, but it's very possible that if they're younger their healthcare expenses aren't too ridiculous. It's also very possible that they're paying $600 or so a month. But if they bought a home say 4 years ago and had a 15 or 30 year mortgage, their mortgage payment could very feasibly be $200 a month or less.

I'm not the OP, but it's highly dependent on age. For me it'd be somewhere around $600 a month before subsidies, but depending on OP's husband's income, they may still qualified for healthcare.gov subsidies that drastically lower it. I currently pay $40 a month working my shit job that doesn't provide healthcare.
