How do you access the history? Is there a national database that contains everyone's medical records?

What is the minimum hardware required to run z/OS 1.10? What is an ideal, but not break-the-bank hardware setup? I use to develop on mainframes 10 years ago and wouldn't mind refreshing my skills and learning more about z/OS administration.
