Do you think there is much manipulation of the vote by voting officials or others?

I keep seeing stories of officials changing votes on absentee ballots, of field workers tossing out registration forms of those belonging to the "wrong" party, of attempts to limit voting in minority districts. Do you feel these stories are true and the problem is widespread?
