Because the constitution gives the right of the federal government to provide for national defense. NASA was originally about national defense. It provides for many things including intel and new technologies to further our defense.

2.) Would you support switching from the current welfare state to a Negative Income Tax with a guaranteed income? This idea was first introduced by Milton Friedman and I think it would be a more efficient system than what we currently have.

3.) Who is your favorite economist and why?

4.) What do you think of the voluntaryist and anarchist wing of the libertarian movement? Are you willing to work with them in the short run? Would you ever support a fully privatized society?

Consolidating the agencies will probably result in less bureaucracy. Ending civilian spying programs will also save a lot of money. As such, they'll cut taxes (in theory) as they reign in the spying and military budgets.
