Can you request new parts or colors to satisfy a need on an official build?

Thanks for your response! I take it that the set developers are the only ones who can request new parts for retail sets such as alien heads or printing on existing parts?

I mean like Plo Koon or Wat Tambor’s head mould from the Star Wars line
