For the second part of your answer. C-ITS projects are in development right now. As far as I know, real challenge is in choosing right communication tool. So far it looks like combination of IEEE 801.11p and LTE-V is going to be chosen for V2X applications, but there is a problem with guaranteed quality of services.

But the projects that I know about are either on the highways or railroads crossings (OBU would inform driver that he is aproaching a crossing and whether there is train approaching or not).
