I think those things are provided. It's akin to joining a crew, or gang. They have the setup for the scams, the individuals doing the work are just desperate for money. It's like the infrastructure behind selling drugs in a street corner.

Seems more like she's including them in the conversation, not seeking to remove anyone else.
