95% donors and 5% taxpayers when i understand it correctly, but the taxpayers part only because the government didnt do its job in the confines of the law in the first place.

for example: reversing the decision of obama to NOT drill in the arctic for oil lies with congress and not the POTUS. in going over the congress' heads and just reverse it anyway, he made an illegal attempt of circumventing the law.
