Do you think the current justice system does a good job, with 80% of people in jail being there for petty crimes? (for example: unpaid tickets eventually landing them some jail time)

How often do police access the NCIC database when pulling people over? How does it affect your judgment when handling a person? I am asking because I read a book that says some (not all) police discriminate when they pull up records and see a person has been arrested (even if they are not found guilty) if they are still in the NCIC database.

Do you think a person is ever too old to start learning to draw and animate? Who do you know that was older when they started drawing, and does awesome work? How old we talkin here?
