In general, what keeps other countries from lobbying? What’s different in the US that allows it?

So, basically US politicians are like private businesses that sell promises, while EU politicians are like subscription services, where you don’t know exactly what you’re getting? (Sorry if this is cringy to read, I’m slightly prejudiced against politics, and am dull in the matter)
