For which actions should a “victim” be held as morally and/or legally culpable and for which actions should we blame someone else as the “mastermind”?

These concepts don't have to be mutually exclusive. You can succumb to a manipulative message, but it is also on you to realize you are being manipulated and not subject other people to that manipulation, unless you're incredibly dumb.
