Not sure why the downvotes. There are two reasons Germany got so many refugees. With their past, Germany has a commitment to being an asylum. So Merkel lead by example for the EU and took in a bunch. The labor shortage you speak of is maybe more aptly described as a demographics issue. The infusion of a couple hundred thousand young workers will go a long way to prop up their benefits system for the elderly.
