What do you think could have been done better to prepare and respond to the hurricane and the damage it caused?

You know, honestly, I think that the reason for the downvoting is just that people probably came here looking for a "what recent failures were there" discussion, but this is an excellent point. You're right, and there are GOOD reasons that infrastructure wasn't more improved, but it maybe shows a problem prioritizing development and funding.
