I am not offering to speak with you. You need to speak with a lawyer to better understand jurisdictional issues for financial recovery. You've opened yourself up to a lot of liability by advising police. Cops, state or federal, aren't subject matter experts in extradition or international financial recovery, and if you inadvertently digitally cross international jurisdictional lines, you will be in a lot of trouble and they will not help you. I'm telling you frankly, for your own good, you really need to speak with lawyer to understand this area better before you continue.
