73 is ham radio lingo for "best wishes" and KG4AKV is my callsign, the way I identify myself when talking on my ham radio. All hams have a callsign and they are usually issued by their government after passing a test demonstrating their electrical and regulatory understsndings.

You actually can in the US and in at least some other countries I'm aware of. They have to follow some rules like in the US all have one number in them.
