It's an extreme example of rehabilitation being valued over retaliation/punishment. The US is likely the most extreme first world country that obsesses with punishment as the main thrust to prison, and our prison population has increased 8 times since 1970, about 1 in 100 adults are imprisoned. We don't have a leg to stand on when talking about proper penal goals.
