Usually prosecutors aren't elected. The district attorney often is (federal district attorneys are appointed though), but that's the boss who decides policy; normally cases are actually being prosecuted by assistant district attorneys who are just employees.

A surgery like that would be somewhat expensive anywhere you had no insurance (if we consider paid public care a form of insurance), although I guess there are many more expensive surgeries.

If you didn't have liability to the insurer after causing harm by driving negligently, you'd be robbing the public; how is that better?

What audit did you work on that produced the most change for the better? Unfortunately the experience with our city's comptroller has been is that a damning report will be issued but little visible change occur.
