Could you perhaps clear something up for me please?

I've gotten a cannabis warning before, and I've always wondered if I was arrested or not.

One the one hand the gov.uk site says that being arrested usually entails going to the police station and getting your fingerprints taken etc, which didn't happen to me.

Also the police officer said that if was caught again I would be fined, and if I was caught a third time I would be arrested. This implies that I wasn't arrested but would be if he caught me again.

But on the other hand, he definitely said 'your under arrest for possession of class B drugs etc". Ten minutes later he said "I'm now dearresting you".

So I don't know what to think. Would be very grateful to hear your thoughts.
